大阪府では、2005年７月に承認された。

大阪府では、廃棄物が大量に発生し、全国に比べリサイクル率が低かった。また、廃棄物処理施設の整備が遅れ、有害化学物質による環境汚染や、不適正な産業廃棄物が問題になっていた。
廃棄物最終処分場跡地の有効活用、廃棄物処理の時に発生する未利用エネルギーの活用、環境関連産業の振興が課題になっていた。

2003年「大阪エコエリア構想」の事業のうち、「先導的に整備すべきリサイクル施設」として「堺第7－３地区」などが、廃棄物の再資源化や食品廃棄物などのリサイクル事業が進行中である。
